Hong Kong is a popular cruise ship destination, but has long been notorious for inadequate berthing facilities. Until Kai Tak opened, many had to moor in the harbor, which made nautical visits to the city a bit inconvenient. Designed by London-based firm Fosters + Partners to accommodate the next generation of cruise ships, the Kai Tak Cruise Terminal is located on a reclaimed peninsula of land in Kowloon extending into Kowloon Bay. It was built at an estimated cost of 2.4 billion HKD (US$309 million) and has the capacity to berth two large 360 m (1,181 ft) cruise ships carrying more than 4,000 passengers and over 2,000 crew. The cruise terminal is capable of berthing two mega-size cruise ships simultaneously, each with more than 4,000 passengers and 2,000 crews, after the dredging works at the second berth are completed in 2015. The terminal is equipped with five Seaport Passenger Boarding Bridges.

The site formation works commenced in November 2009 while construction of the terminal building started in May 2010. Permanent Secretary for Development (Works), Mak Chai-kwong, and the Managing Director of Dragages Hong Kong Limited, Nicolas Borit, signed a design and build contract for the Kai Tak Cruise Terminal Building on 8 May 2010. The first berth was to be commissioned in mid-2013 and was to be capable of accommodating the world's largest cruise vessels. The second berth was to commence operation in 2014 for berthing medium-sized cruise vessels.[9][10] The second berth will be ready from early 2016.
